Citation-grounded Panamanian legal research inside Claude through a Legislat MCP connector.
1. What it is
Sentinel Legal is Legislat's connector for researching Panamanian law in Claude. It covers approximately 114,000 court rulings, 80,000 norms, and 30,000 official gazettes dating back to 1903. Every answer is tied to an official source: if there is no source, there is no answer. Sentinel declines rather than inventing a norm, ruling, or article.
2. How to connect
- In Claude, add a custom connector with the URL
https://mcp.legislat.ai/legal.
- Complete the Auth0-based OAuth sign-in. You can use Google, Microsoft, a passkey, or email and password.
3. Access requirements
Access is administrator-provisioned and role-gated. You need a Legislat account with the legal-mcp-user role. Sign-in can complete for any account, but a caller without that role is denied at the OAuth or token boundary and sees no tools. This is expected behavior, not an error.

Norms

5. Read versus write
Exactly three tools write: complete_onboarding, update_my_profile, and report. The first two change only the caller's own profile; report adds only feedback or bug telemetry attributed to the caller's own interaction. They never change another user's data or shared data. The other 19 tools are read-only.

7. Behavior notes
- Sentinel defaults to Spanish and mirrors the user's language if they switch.
- “No source, no answer” is correct behavior, not a failure.
- Unified tools degrade gracefully: a leg that times out is reported as degraded instead of failing the whole call.
